The rsync algorithm has been in use for a few years as a standalone program. These documents describe its design:

Several people have looked at the idea of sending only updates to pages. As far as we know, rproxy is the first to achieve this without requiring the entire old file on the server side to generate the differences.
draft-mogul-http-delta-03 The same basic idea, but they don't cover the use of per-block signatures to generate a difference.
